Do I Need Council Approval For A Concrete Slab In QLD?

Queensland has regulations that define which construction projects or renovations need building approval or inspections, including whether a concrete slab is required for a small shed or a brand new building.

You Don't Need Approval For Small Projects

If you want to build a small shed or another minor construction like a slab for a pool pump, you won't require building approval in Queensland. In addition, some types of building work, such as accepted development (previously known as self-assessable development and exempt construction), do not require approvals under the Building Regulation 2006.


Several work types may fall under the accepted development banner, such as constructing a small tool shed, stable or similar up to 10m², except in an area affected by tropical cyclones (which excludes the Toowoomba region). Additionally, you do not require approval to construct playground equipment up to 3m high or for the repair and maintenance of existing buildings.


There are times, however, when building work may need council approval. Before beginning any work, property owners must ensure that they comply with relevant planning schemes.

Toowoomba Regional Council Planning Scheme Requirements

Toowoomba Council refers to the Building Regulation 2006 legislation when it comes to constructing concrete slabs, although they outline more specifics that need to be adhered to.


The construction needs to be a Class 10 building or structure (a building or structure that cannot be occupied) up to 10m² in area and under 2.4m high. The height cannot exceed 2.1m, and no side shall exceed 5m in length. The building can be a tool shed, fowl house, lawn locker, un-roofed deck (with the floor no higher than 1m above natural ground level), greenhouse, or anything else that meets these requirements.


A registered builder or an owner-builder must also undertake building works. Therefore, when lodging an application for work valued at $11,000 or more, owner builders will be required to prove their owner builder's number.

What Happens If I Require A Larger Concrete Slab?

If you are building an extension on your home, a new garage or a more extensive project, you will be required to submit a development application and have a certifier inspect all building work.


Inspectors may be carried out by the certifiers themselves or by a competent individual. For example, the certifier can delegate an inspection to an engineer who has experience inspecting concrete structures instead of conducting the assessment himself.
